The debating about the 3 in 1 minister that PMB assigned to BRF as his rate limiting factor, is not the issue.Nigeria didnt have manpower deficit right now but capital deficit. Some people want power, works and housing ministries to be handled by three ministers.
However, PMB style of governance is to merge ministries and save cost of running governance. Many Nigerians forgot that Fashola has 2 ministers of states working with him apart from the permanent secretaries of the three ministries. What Fashola is doing in power is more of supervisory roles, since over 60% of the power sectors are in private hands and not within govt ownership.
Agencies like NERC, NBET, TCN have separate heads and management team that only report to Fashola. Though public work are very huge, however, the way to go on roads in our opinion is to re- introduce toll fees collection technology on any completed federal roads and get genuine, sincere and trustworthy private toll management companies to take over the maintenance of the federal roads.
Many Nigerians will disagree that re- introducing toll fees on federal roads will increase the burden on our people and betrayed the Change mantra. But at times tough decisions must be taken to achieve result. What we need 10b dollars to fix 100m dollars can't do it. Where will the federal govt get money to do all their projects when we don't want the federal govt to go for foreign loan just as Egypt just did. We dont want govt to increase VAT, we don't want to pay corporate and personal taxes, we don't want toll gate even amidst global crude oil price and self inflicted crude oil volume crash in the south south Nigeria, still we want the govt and Fashola to deliver as minister for public infrastructures within the speed light.
Every Nigerians have confidence that the resumption of construction activities would stimulate expansion of infrastructure, create jobs and generate commercial opportunities for the people across Nigeria. Many of those that lost their jobs will come back and work with remobilization of contractors to project sites.
It would jump start the merchandising and supply of building materials. Now lack of adequate funding is the rate limiting steps towards covering the wide infrastructural gap deficits and not manpower deficits.
